Can I use a former Salt Water Aquarium for fresh water fish?

My brother wants to give me a fish tank that was used for salt water, will I be able to get prescription drugs without prescription use this tank for fresh water fish? Is there something specific that I have to use to clean the tank of the salt build up it has?
