My NEWTS are in an aquarium which is too warm HELP?

Ok I have chinese firebelly newts, the water temperature is currently at 24 C. However it should be 15-20 C. What is the best way to cool the water down.

The tank is not in sun, i have my windows open, i have the lid open, I even put loads of cold tap water ( de-chlorinated ) in the tank, which only took it down to 22C. I am really worried about the little guys.
